I think it's a tie between Orochimaru from Naruto, or possibly Light from Deathnote.

Orochimaru sucks as a villain.

I can't think of any villains I've only been watching stuff like kodomo no jikan and lucky star for too long XD

He killed a bunch of people to cover up the fact that he was Kira so... yeah, he's a villain.

Best villain in anime is Ophelia from Claymore. No reason for her, she just wants to kill shit.

He killed a few people who stood in his way from reaching his goal of a better world. That doesn't sound like a villain to me.

I think he started out with good intentions, but sort of when mad with power. Someone like him could n't have been God of a new world. I mean, he probably would have ended up killing everyone but himself, anyway.

Yeah the long black haired character that just likes doing shit, always smiles evily in a cocky tone, and is just there as a plot device is a great character.

I think Light is technically an Anti-Hero as opposed to a villain.
Wolfgang Krauser from Fatal Fury (I know, old school XD) was an awesome villain though.

Hmm, my favourite would be Lucy from Elfen Lied.

Yes, she *is* a villain, just like Light. People who go around butchering hoards of innocent people do not count as "anti-heroes" I love the harmony of small innocent child severing people's arms off!

Orochimaru isn't original, scary, or even very realisitc within the Naruto universe, and the unhealthy interest in Sasuke's body doesn't help either.

Aizen has done sod all as far I can tell. All he's really done is a Zapp Brannigan in sending wave wave of his own men, in the hope that Itchigo has a pre-set kill limit.

I wouldn't consider Lucy a villain. She's not really a hero either. She's made out to be a monster, but she really wasn't given much of a choice. She's more of a victim than anything else.

Aizen is too powerful to be a proper villain. His shikai is so strong it can effect the TV audience. Villains need to be strong, but not in a cheap way like Aizen.

wapol from one piece. he defines the perfect villian. he would kill anyone & everyone to get power. when he has power, he becomes an evil tyrant who only cares about himself. anyone who disobeyed him would die on the spot. when his people where in danger of being killed, he did nothing. he is a selfish, power hungry, tyrant who abuses his powers & hurts innocent people. also, crocodile from one piece. he is a shady gangster who has power that he uses as a cover up so that nobody would know that he is planning to destroy an entire country just to get the ultimate source of power.

Wapol is awesome because his power was original for a villain, yet completely symbolized him as a hungry, drunk fool. Also, I love it when villains still have a happy ending. Who would expect someone like Wapol to go on to be the president of a toy company?

Crocodile was sort of cool. I mean, you've fought the same guy twice and you nearly died each time, and when you go up against him the third time, you have to cover yourself in your own blood, avoid his poisonous dagger, then break through solid bedrock to show the country he was evil. Other than that he was pretty much the normal "I'm a jackass but I'm smart" villain.

Foxy is still the best. A boxing pirate who's actually really weak, but since he can slow down people and things and use them to his advantage, he was really strong. And he really represented pirates to be cheating and competitive people, but still had a sense of fairness and respect. Also that fight with him was ridiculously cool. My face HURT after seeing Luffy land that last attack and seeing Foxy's face twist up.

Luffy has never killed anyone, he prefers to let people live and watch their corruption fall apart.

Being pushed across an ocean isn't exactly all that deadly (anime-wise) so of course he lived.
